Clearwater River Watershed District Unofficial Minutes of the Board of Managers Meeting Annandale Middle School o November 12, 2003

Regular meeting was called to order at 7 p.m. by Manager Froyen. Managers Marvin Brunsell, Roland Froyen, Virl Liebrenz and Bob Schiefelbein were present. Manager Mark Kampa was absent. Others in attendance were Merle Anderson, Norm Wenck, Kelly Bergesch, Jerry Carter and Brian Tommerdahl. Karla Heeter arrived later. Motion #03-11-1: Schiefelbein, seconded by Liebrenz, made a motion to adopt the agenda, to include correspondence received and discussion regarding grant opportunities and the Clearwater Lake Property Owners Milfoil Treatment Project. All managers voted aye. Motion #03-11-2: Schiefelbein, seconded by Liebrenz, made a motion to accept the Oct. 8, 2003, public hearing minutes. All managers voted aye. Motion #03-11-3: Liebrenz, seconded by Schiefelbein, made a motion to accept the Oct. 8, 2003, regular meeting minutes. All managers voted aye. Motion #03-11-4: Brunsell, seconded by Liebrenz, made a motion to accept the Oct. 22, 2003, work session minutes after amending Motion WS #03-10-03 to read up to $18,900 and up to $17,800 for the authorized stormwater management studies. All managers voted aye. Motion #03-11-5: Liebrenz, seconded by Brunsell, made a motion to accept the Nov. 12, 2003, financial report and pay bills except for the Larson Allen Weishar bill. All managers voted aye. Brian Tommerdahl, property owner on Clearwater Lake, brought to the board’s attention that he understands his shoreland is not pristine. However, he feels that there is a 28-inch accumulation of sediment and floating bogs along his property. During high water the bogs move around, and during low water access to his property from the lake is difficult because of the bogs. Manager Froyen asked that in the future when agenda items or questions of legal counsel are raised, that they be called to the attention of the Chair. It was also stressed that by taking action at CRWD meetings on items that incur cost, the board is acting as one body. Motion #03-11-6: Brunsell, seconded by Liebrenz, made a motion to adopt the consent agenda. All managers voted aye. Norm Wenck, engineer, distributed a map of the Kimball Area Stormwater Management Study Inventory. This information will be discussed at the Nov. 26, 2003, CRWD work session meeting. Officials from Kimball and Maine Prairie Township will be invited to attend that work session. Motion #03-11-7: Liebrenz, seconded by Schiefelbein, made a motion to instruct administrator Anderson to present the Kimball Area Stormwater Management Study Inventory to the City of Kimball and Maine Prairie Township. All managers voted aye. Motion #03-11-8: Brunsell, seconded by Liebrenz, made a motion to invite the City of Kimball and Maine Prairie Township officials to the Nov. 26, 2003,   CRWD Work Session. All managers voted aye. Kelly Bergesch left the meeting at 7:45 p.m. Norm Wenck, engineer, reviewed his memos to the CRWD Board of Managers dated Oct. 17, 2003, and Nov. 11, 2003, regarding lakes Louisa, Marie and Millpond sediment investigation. The board asked for further clarification on the amount of phosphorus in the sediment north of Highway 55, the expected water quality improvement if sediment is removed north of Highway 55, and the need to partner with Meeker County Soil and Water Conservation District and the Natural Resources Conservation Service to implement upland practices. Norm Wenck, engineer, explained that the Total Maximum Daily Loading Grant will fund development of a database for water quality monitoring information, work plan development, and reactivation of the Tri-County Tillage Group, or something similar. Norm Wenck, engineer, reviewed the recent repairs to the Lake Augusta erosion control structure. He also asked permission to begin the Watkins Area Stormwater Study Inventory. Motion #03-11-9: Liebrenz, seconded by Schiefelbein, made a motion to have Wenck Associates Inc. conduct the inventory needed prior to developing the Watkins Area Stormwater Management Study. All managers voted aye. Administrator Anderson distributed a memo sent to all watershed districts in Minnesota asking in advance for their support of a CRWD resolution regarding buffer strips, to be presented at the Minnesota Association of Watershed Districts annual meeting. He also distributed a press release providing information about the Pleasant Lake Outlet and reviewed that information with Jerry Carter. Motion #03-11-10: Liebrenz, seconded by Brunsell, made a motion to adjourn the meeting. All managers voted aye. These minutes are available on-line at www.crwd.org .
