Clearwater River Watershed District Unofficial Minutes of the Work Session Meeting Stanley’s Family Restaurant o March 26, 2003
CRWD Work Session was called to order at 6:00 p.m. by Vice-Chairperson Virl Liebrenz. Managers Clarence Klein, Marvin Brunsell, Virl Liebrenz, and Roland Froyen were present. Manager Tracy was absent. Others in attendance were administrator Anderson and Ken Seemann. Administrator Anderson distributed the Executive Summary of the CRWD Watershed Management Plan. Administrator Anderson distributed the Partner and Resident Time Table of Inputs to the CRWD Watershed Management Plan. He also distributed the CRWD Initiative Process Draft. Board members discussed and suggested changes, which will be included for the April 9, 2003, regular meeting. Ken Seemann, commercial fisherman, reviewed with the Board of Managers expectations and costs if carp and bullhead removal would take place on lakes Louisa, Marie and Millpond. Ken estimated that a 20-25 cents per pound fish removal subsidy would be required. Administrator Anderson reviewed the recent memo from Stan Weinberger, attorney, regarding changes in the intent of the original Chain of Lakes Restoration Project. Discussion was held and the Board agreed that a public hearing would be necessary to amend the intent of the project. Existing funding could be used for monitoring the original project if monitoring is part of the maintenance program. Manager Brunsell discussed establishment of a revolving fund to be used with the initiative process. Manager Froyen agreed that the Board needs to pursue development of this revolving fund based on recommendations from attorney Stan Weinberger. Discussion was held regarding development of a slide show presentation of CRWD projects that could be used at various functions. Administrator Anderson reviewed a letter to Roth Insurance regarding CRWD liability protection for activities relating to the June MAWD Summer Tour. The April Work Session agenda may include a tour of Meeker County ditches within the boundaries of CRWD. Motion #WS03-03-01: Motion made by Klein, seconded by Brunsell, to adjourn.
