CRWD Work Session was called to order at 6 p.m. by chairperson John Tracy. Managers John Tracy, Clarence Klein, Marvin Brunsell, Virl Liebrenz and Roland Froyen were present. Others in attendance were administrator Anderson, Ken Jude and Jerry Finch. Motion #WS03-02-01: Motion made by Klein, seconded by Brunsell, to adopt the agenda, including additional items. All managers voted aye. Motion #WS03-02-02: Motion made by Froyen, seconded by Liebrenz, to proceed with securing water quality monitoring equipment from the Minnesota Department of Agriculture. All managers voted aye. Motion #WS03-02-03: Motion made by Klein, seconded by Froyen, to appoint Greg Henfling to the CRWD Advisory Committee. All managers voted aye. Administrator Anderson distributed the draft CRWD Advisory Committee format, dated February 15, 2003. Ken Jude, Jerry Finch, and Administrator Anderson will meet with appointed committee members at a later date, after which they will report back to the Board of Managers. The draft CRWD Project Proposal Process was reviewed and will be acted upon at the next regular board meeting. Motion #WS03-02-04: Motion made by Brunsell, seconded by Liebrenz, to authorize $85 fee for display at the Annandale Expo to be held April 12, 2003. All managers voted aye. Motion #WS03-02-05: Motion made by Froyen, seconded by Klein, to authorize administrator Anderson to meet with Meeker County officials regarding CRWD involvement in Meeker County ditch system. All managers voted aye. Manager Froyen led discussion regarding municipal stormwater and/or wetland treatment systems as future projects for the CRWD. Administrator Anderson was instructed to consult with attorney Stan Weinberger to determine what source of funding can be used for these projects. Motion #WS03-02-06: Motion made by Froyen, seconded by Klein, to have attorney Stan Weinberger attend the March regular CRWD meeting. Managers Froyen and Klein voted aye. Managers Tracy, Brunsell and Liebrenz voted nay. The motion failed. Motion #WS03-02-07: Motion made by Liebrenz, seconded by Klein, to adjourn. All managers voted aye.
