The CRWD Work Session was called to order at 6:00 p.m. by Chairperson John Tracy. Managers John Tracy, Clarence Klein, Marvin Brunsell, Virl Liebrenz and Roland Froyen were present. Others in attendance were administrator Anderson, Ken Jude and Jerry Finch. Discussion was held regarding establishment of a CRWD Advisory Committee authorized by MS103D.331. The following draft guidelines were developed for the committee: To accomplish the tasks of the CRWD Advisory Committee, the following should be considered: o Activities are to be for the benefit of the CRWD and community. o Committee membership to be selected from residents with diverse backgrounds from throughout the CRWD. o Committee role is to provide input on all projects, education activities and research. o Committee to function as facilitator between managers and residents of the CRWD. o Committee to involve residents and natural resource management experts. o Committee to recommend number of members, method of appointment, termination, replacement, term limits and meeting frequency. o Committee Budget Year 2003 is $3,100. o Committee members to be reimbursed mileage and meeting per diem at the same rate as authorized for the CRWD managers. This draft will be reviewed at the February 2003 CRWD Work Session meeting. Manager Klein left the meeting at 6:50 p.m. Administrator Anderson reviewed a memo to residents of the Clearwater Harbor Sanitary Sewer Project Area. Revisions were made and the final copy will be developed and presented to the CRWD Board of Managers at a later date. Managers indicated that they have signed and returned the audit conflict of interest documents. Administrator Anderson ask-ed the Board of Managers for guidance on providing assessment information to interested parties. The managers suggested that persons requesting information be referred to the appropriate county. Manager Froyen led discussion regarding open forum questions for the January 29, 2003, CRWD-sponsored citizenship dinner. It was agreed that attendees be asked to prioritize the following topics: wetland treatment systems and sediment basins, wastewater treatment, feedlots, soil erosion, and municipal storm water management. Administrator Anderson distributed information regarding projects that could replace the aeration program. Manager Froyen expressed his delight with progress being made with the city of Annandale Storm Water Management Plan. Administrator Anderson informed the Board that he and manager Klein attended a Watkins City Council Meeting to discuss phosphorus and storm water management. Administrator Anderson indicated that at a future Work Session meeting, presenters from MPCA and DNR would provide groundwater and trout stream data. Manager Brunsell distributed Year 2003 budget information. Manager Froyen reported that a meeting of CRWD, DNR and Mn/DOT would be held on January 24, 2003, to discuss the outlet from Pleasant Lake that passes under State Hwy 24. Administrator Anderson will contact Wright County to determine if watercourses between Pleasant and Clearwater Lakes are county ditches.
