Rather than provide a report card format with ratings or rankings, it provides consistent information consumers can truly use to compare “apples to apples” to decide which hospital best fits their needs. It provides at-a-glance data on numbers of key procedures performed, patient safety indicators, services available, access, relative price and other information that can empower people to become more informed consumers. In addition, it presents a unique opportunity for provider groups to differentiate themselves in ways other than cost and to demonstrate their value in ways that are important to costumers. Healthcare Facts can be used in a variety of situations. Consumers can use it to help them select a hospital when they know they’ll have a need for services, like having a baby or a scheduled surgery. Healthcare Facts can also be used to help consumers understand the options for hospital care if they’re new to a community or would simply like to know more about the options in their area. Consumers may also want to use it when they are reviewing their health plan coverage options during their employer’s open enrollment period. Consumer education Healthcare Facts includes definitions (for both consumers and providers) of each element being measured so consumers can understand what they mean and where they came from. For example, it includes explanations about things like: the number of patients per registered nurse, whether a 24-hour doctor of pharmacy and/or 24-hour hospitalists (a doctor who specialize in treating hospitalized patients) is present, and whether a computerized system for drug ordering is available. These are just some of the items consumers can use to understand and compare hospital safety and practices. Provides additional information Healthcare Facts was designed by Blue Cross, it complements member information that reflects the philosophy that there isn’t one best way to assess a hospital. With the exception of the relative price rating, which is based on Blue Cross claims experience, Healthcare Facts is the rare information source that uses data from entire populations supplied by providers. It was designed to help users become informed, empowered, and engaged consumers of health care. The initial version of Healthcare Facts is focused on large, full-service hospitals in larger metropolitan areas in Minnesota.
