State level politics and education

The Minnesota session has reached the halfway point and is now 11 weeks old. We?Äôve recently experienced the second level of committee deadlines, which means policy bills must have completed the process in both the House and Senate to be eligible for possible passage into law.

In summary, the governor has proposed an increase of 2 percent funding on the formula allowance for each year and $174 million for expansion of voluntary Pre-K opportunities. In contrast, the recent Senate and House Education Bills come in much leaner than the governor. The Senate is proposing an increase of 1.5 percent on the formula allowance each year, while the House sets a lower target of 1.3 percent toward the formula allowance. What?Äôs interesting is that a portion of the 1.3 percent increase in formula allowance from the House has been taken from existing funds that we currently receive as Compensatory Aid, which has been earmarked to provide additional support and opportunities for children living in poverty.

Please keep in mind that the current rate of inflation is running at 2 percent for the costs we incur from education vendors, supplies, utilities and contracts. These continued low budget targets from legislators make it nearly impossible for schools to avoid cuts, reductions or the discontinuance of programs. I encourage you to take a moment to contact your area legislator(s) and advocate for 2 percent on the pupil funding formula. Thanks!

Ag2School Tax Credit

Once again, I?Äôve reached out to our area legislators Fischbach, Howe, Newman and Urdahl to express my expectations for a successful legislative session that includes the passage of the Ag2School Tax Credit, and that their work is completed by May 22,
as scheduled.  If you recall, the Ag2School provision will provide a tax credit for all agricultural lands and buildings equal to 40 percent of the tax on the property attributable to all school districts?Äô capital bond levies.

Please keep the pressure on our law makers to be sure this bill doesn?Äôt get sidetracked or lost with the usual negotiations and trades taking place behind closed doors.
