REGULAR MEETING Unofficial Minutes Board of Education January 18, 2017 Ind. School District 739 Kimball, MN

The meeting was called to order by member Schreiner at 6:00 with all board members present. The Pledge of Allegiance was said by all.

Schreiner called for nominations for the position of Board Chair. Hooper nominated Schreiner, Becker seconded the nomination. Schreiner called for nomination three additional times, to which there were no other nominations. Upon vote, motion carried.

Chair Schreiner called for nominations for the position of Vice Chair. Meyer nominated Zipoy, Schreiner seconded the nomination. Schreiner called for nomination three additional times, to which there were no other nominations. Upon vote, motion carried.

Chair Schreiner called for nominations for the position of Clerk. Schreiner nominated Becker, Meyer seconded the nomination. Schreiner called for nomination three additional times, to which there were no other nominations. Upon vote, motion carried.

Chair Schreiner called for nominations for the position of Treasurer. Zipoy nominated Hooper, Meyer seconded the nomination. Schreiner called for nomination three additional times, to which there were no other nominations. Upon vote, motion carried.

Motion by Becker, seconded by Meyer to approve the agenda as amended. A PIE report and the Achievement & Integration meeting were added to the reports. MC

The board took a couple minutes to discuss the purpose of the taping of the school board meetings. Mr. Wagner explained that it is not uncommon for districts to tape their meetings so that community members can view the meeting at a later time as it is convenient. Member Zipoy wished to remind the board that they all need to be mindful of the business of the meeting, and to always put their best foot forward.

Celebrations and success of students and staff included completion of the Spelling Bee, with Ashley Beehler the champion and Skylor Gruba runner up. The winning word was Allegiance. Del Guerrero scored his 1000th point in basketball. And, Anna Donnay advances to represent the Kimball District at the Regional AAA awards banquet on Feb. 1.

Ms. Johnson reported being back and settled after the break. There are still a lot of sick students and staff; 8 students were sent home today. The winter benchmark testing is being done this week and next. A family of four toured the elementary today and plan to start in Kimball next fall. Three new kindergarten students are also scheduled to start next year. Kindergarten and PreSchool Round-Up is scheduled for
Feb. 9, from 6-7:30. Lastly, the kids are back outside for recess this week and loving it.

Mr. Widvey reported on the high school also back in the swing after the break. There has been a lot of stomach flu and strep with both students and staff. Snow Week is next week, with the activity day on Friday. It?Äôs hard to believe it?Äôs the middle of the school year already. Finals are on Thursday and Friday of this week. It?Äôs exciting to see the way we?Äôre headed, with all of the positive energy in the building. He has visited with some of the 6th grade students asking what they think of the high school. The response is that they love it here. When asked what it is that they like, the response is the freedom. This is also due to having a great 6th grade team; Ms. Bauerly, Ms. Bernardy, and Ms. Looman. Member Zipoy added that at the PIE meeting there seemed to be two types of feelings among the parents. While they liked that the students have more freedom, they also feel their kids are missing out on activities such as the AR store, etc.

Mr. Wagner reported on having met with the principals and the bus company and putting together bus accident procedures so that a better process is in place should a bus accident occur. With that said, the contractor is not able to facilitate students changing buses or drop-off points, or transporting friends for parties, etc. Given the new procedures, the drivers need to know all of the students who are on their bus at all times. The Meet & Confer Committee has met several times and put together two calendar options for the 2017-2018 school year. Based on survey results, the district will request a waiver from MDE to start school prior to Labor Day. If the waiver is approved, the calendar being adopted later in the meeting will remain the school calendar. Should the waiver be denied, a new calendar with a Labor Day start will come to the board for approval. There is a resolution later on the agenda to allow for the district to make reductions or budget cuts for next year, should the need arise. At this time it is not anticipated that cuts will be necessary. The MSBA Winter Conference was held last week. Both Hooper and new member Davis attended. There is a Negotiations Seminar in St. Cloud on March 14. On Jan. 26, at about 2:30, Kimball Schools will be the Spotlight School on KDUZ AM 1260 radio out of Hutchinson.

Meyer reported on Meet & Confer, Schreiner on Benton-Stearns Education District, Zipoy on PIE, and Hooper on Achievement & Integration.

Motion by Hooper, seconded by Davis to adopt the proposed Pre-Labor Day Start calendar for the 2017-2018 School Year as presented. MC

Following review of committees and assignments, motion by Meyer, seconded by Zipoy to approve the revised Board Committee Assignments.

Following review, motion by Zipoy, seconded by Hooper to approve the 2016-2017 Seniority List for staff. MC

The business manager reviewed the purpose of the Pay Equity Reporting, and the results of the latest reporting. Motion by Becker, seconded by Davis, to approve the Pay Equity Reporting for Calendar Year 2016. MC

Motion by Hooper, seconded by Becker to approve the proposed Revised FY17 Budget. The business manager reviewed the proposed changes indicating that at the time the budget was adopted last June, the district was unaware of the number of students we would gain when the year began in September. This revision has updated the revenues to reflect those additional students as well as any staffing changes that have occurred. MC The revised budget is as follows:

Motion by Zipoy, seconded by Meyer to adopt Resolution Directing the Administration to Make Recommendations for Reductions in Programs and Positions and Reasons Therefore. Upon roll call vote, members Zipoy, Meyer, Becker, Schreiner, Hooper, and Davis voted in favor, none voted against. MC

Motion by Becker, seconded by Hooper to approve the Secondary Registration Course Guide for 2017-2018, as presented by Mr. Widvey. MC

Motion by Meyer, seconded by Zipoy, with a thank you, to accept $1,000 donation received from Ned Root towards the Scholarship Fund. MC

Motion by Davis, seconded by Hooper, to accept $50 donation received from Mom?Äôs Place towards the Scholarship Fund. MC

Motion by Hooper, seconded by Davis to accept $50 donation received from John & Chris Donnay towards the Scholarship Fund. MC

Motion by Zipoy, seconded by Meyer to approve termination of Kevin Zheng, part-time high school custodian, effective immediately. MC

Motion by Davis, seconded by Becker to approve hiring of Brian Kuechle, part-time high school custodian, effective immediately. MC

Announcements and future meeting dates included a work session for policies and goal setting on 2/1 from 5:00-7:00 pm. The next Benton-Stearns Education District meeting, as well as the next regular board meeting is on 2/15. Chair Schreiner gave a warm welcome and congratulations to newly elected board member Karla Davis.
