The annual meeting for Kingston Township was held at 8:30 p.m. Tuesday, March 9, 2004. The meeting was called to order by the township clerk. The clerk led residents in the Pledge of Allegiance. Nominations were opened for a moderator; Mike Cates made a motion to have Harley Hendrickson as moderator, seconded by David Hendrickson. All accepted and motion passed. The clerk read the minutes of the 2003 annual meeting, Bob Schiefelbein made a motion to accept minutes as read, seconded by Tim Wills. All accepted and motion passed. The clerk went over the financial summary handout; David Hendrickson made a motion to accept financial summary, seconded by Gary Grossinger. All accepted and motion passed. Chairman Strand reported on the roadwork for 2003. The tax levies for 2005 were set as follows: Road & Bridge: Mary Jonas made a motion to set the R&B fund at $128,500, seconded by LaDonna Wylie. All accepted and motion passed. General Fund: Bob Schiefelbein made a motion to set the General Fund at $24,360, seconded by Paul Sandell. All accepted and motion passed. Fire Fund: LaDonna Wylie made a motion to set the Fire Fund at $36,722.46, seconded by Linda Atkinson. All accepted and motion passed. Tarring Fund: Mary Jonas made a motion to set the Tarring Fund at $30,000, seconded by Gary Grossinger. A hand vote was called for with 14 approving and 13 opposed. Motion passed with majority vote. Discussed official depository: Frank Schiefelbein made a motion to continue with Darwin Bank, seconded by David Hendrickson. All accepted and motion passed. Discussed official township newspaper and posting places: Bob Schiefelbein made a motion to stay with current newspapers Tri-County News, Dassel Enterprise Dispatch and Litchfield Independent Review, and posting place is Kingston Community Center, seconded by Jane Grossinger. All accepted and motion passed. Township election results were: Wally Strand elected supervisor for three (3) years and Gail Schiefelbein clerk two (2) years. Gary Grossinger made a motion to set the next township annual meeting for March 8, 2005, at 8:30 p.m. with March 15 being set as contingent date for inclement weather, seconded by Bob Schiefelbein. All accepted and motion passed. Discussed annexation of Fitzloff 40 acres into the City of Kingston. Discussed DNR tarring of 330th up to Lake Francis beach access with upgrade to parking area with all cost by DNR. Discussed a 5-year plan for county: Possible roads to tar are North Lake Francis and 732nd to County 19. More work will be done on plowing up of frost boils with adding of class 5. Discussed township policy: No changes. David Hendrickson made a motion to accept two miles of roads from the two new additions from Hidden Forest addition and development off of Hwy 24, seconded by Kerry Bridge. All accepted and motion passed. Ron Holm made a motion to have township pay 1/2 the cost of dust coating 300, seconded by Wally Strand. All accepted and motion passed. Kerry Bridge asked about classification of the class 5 used on roads. The board will request the county to inspect the class 5 material. Barb Vigoren made a motion to reopen the tarring fund issue, seconded by Linda Atkinson. Discussion was opened. George Vigoren made a motion to have the KCC fund of $40,000 used for the tarring fund, seconded by Kerry Bridge. Motion passed. LaDonna Wylie made a motion to have the board look into a Certificate of Indebtedness for tarring approximate a mile road from 732nd Ave to County line 19 if rates are reasonable, seconded by Linda Atkinson.
