I was disappointed to see that one of the first items addressed by our almost all-new city council was the placing of the OPEN FORUM section to the end of the agenda. A telephone survey of six surrounding communities revealed that all have their open forums placed near the beginning of all council meetings, as Kimball had during the previous council. All representatives of those communities contacted in the survey said placing the open forum at the end of the meeting would “discourage people from bringing their concerns to council.” One can only believe that perhaps this is what was intended by our leaders at city hall.
