Request for Letters of Intent to Bid

Letters of Intent to Bid will be received by the Central MN Council on Agining (CMCOA) for the provision of National Family Caregiver Support Services under Title III-E of the Older Americans Act for services to persons who are caregivers of persons age 60 and older. Services being sought are: caregiver coach, in-home respite, caregiver support groups, caregiver education and training large group sessions, adult day care, facility based respite and consumer directed community support respite. Service areas include the 14-county area of Benton, Cass, Chisago, Crow Wing, Isanti, Kanabec, Mille Lacs, Morrison, Pine, Sherburne, Stearns, Todd, Wadena and Wright counties. There is approximately $400,000 available for bid for an initial contract period of Jan. 1, 2008-Dec. 31, 2008. CMCOA has the option to renew annually for up to two additional years. After three years, the procurement process must be completed again. You may obtain a Letter of Intent to Bid “information packet” online at www.cmcoa.org. Formal Letters of Intent to Bid must be physically received in the offices of CMCOA by May 30, 2007. CMCOA does not accept a postmarked by date, but rather requires that the submission be received by the deadline date. Letters of Intent must detail: the specific service(s) the organizations intends to provide from the above list of services being sought; approximately how much in federal funds are being sought; the geographic service area the project covers with respect to the 14-county service area of CMCOA; and an email address of the applicant’s contact person. Letters of Intent must be mailed to or hand delivered to the Central MN Council on Agining at the above address, and physically received by 3 p.m. May 30, 2007. CMOCA does not accept a postmarked by date but rather requires that the submission be received by the deadline date. No electronic or facsimile copies will be accepted. Late responses shall not be accepted and shall automatically be disqualifed from consideration and will be promptly returned. The method of delivery shall be at the discretion of the applicant, at the applicant’s sole risk. CMCOA will acknowledge receipt of a Letter of Intent via email and notify the potential applicant via email of the Request For Proposal (RFP) process. Only agencies responding with a Letter of Intent to bid will be allowed to compete in the RFP process. Appeals of the application process are not allowed. Appeals for funding decisions will be considered based on the appeal process of CMCOA that will be outlined in the RFP. CMCOA is an Equal Opportunity Employer.
