Unofficial minutes of the Board of Managers meeting, June 9, 2004

Regular meeting was called to order at 7:00 p.m. by manager Froyen. Managers Roland Froyen, Virl Liebrenz, Mark Kampa, Marvin Brunsell, and Bob Schiefelbein were present. Others in attendance were Merle Anderson, Norm Wenck, Kelly Bergesch, Jeff Burkhardt, and Jerry Carter. Motion #04-06-1: Liebrenz, seconded by Kampa, made a motion to adopt the agenda to include a VCR presentation by manager Kampa. All managers voted aye. Motion #04-06-2: Brunsell, seconded by Liebrenz, made a motion to approve the consent agenda. All managers voted aye. Motion #04-06-3: Brunsell, seconded by Liebrenz, made a motion to pay bills. All managers voted aye. Jeff Burkhardt, Auditor, reviewed the 2003 CRWD financial audit. Motion #04-06-4: Brunsell, seconded by Kampa, made a motion to accept the 2003   CRWD financial audit. All managers voted aye. Jeff Burkhardt left the meeting at 7:50 p.m. Motion #04-06-5: Brunsell, seconded by Liebrenz, made a motion to transfer $5,000 from the special projects fund to the education fund. All managers voted aye. Manager Froyen suggested that as there was such good attendance of residents at our citizenship dinner that we continue to hold the dinner in May of each year. He also indicated that Annandale is making plans to implement a stormwater management plan. Kelly Bergesch left the meeting at 8:00 p.m. Norm Wenck, engineer, reported that the cleanout of the west channel and the diversion at the Watkins wetland treatment system would be completed this year. The current rock structure overflow is designed for a 25-year storm event. Administrator Anderson discussed the following: o Development of a database of addresses for CRWD o Buffer initiative o Lakescaping o Easement for Corinna Township 80th Street upgrade. Managers Schiefelbein and Liebrenz talked about the tour of the Watkins wetland treatment system and Meeker County ditches. Meeker County Commissioner Hugh Wagner, reported through administrator Anderson that the Meeker County engineer has not yet viewed the county ditch in regards to a cleanout. Administrator Anderson informed the board that he would soon be conducting a community sewer system informational meeting for residents of Lawrence and Kramer Avenues. Norm Wenck, engineer, reviewed the 2004 Water Quality Monitoring Program for Cedar Lake. Administrator Anderson presented the board with a letter from Cedar Lake residents indicating their concern regarding reduced water quality in the lake. Motion #04-06-6: Brunsell, seconded by Liebrenz, made a motion authorizing necessary repairs to the fish trap. All managers voted aye. Managers Kampa and Liebrenz reported that there would be one more night of milfoil treatment on Clearwater Lake and Lake Augusta. Manager Kampa gave a VCR presentation of various water quality issue areas in the CRWD. Motion #04-06-7: Liebrenz, seconded by Kampa, made a motion to adjourn the meeting. All managers voted aye.
