NOTICE OF PROPOSED MERGER
Notice is hereby given that Harvest Bank, a Minnesota state banking corporation located at 75 North Main Street, P.O. Box 70, Kimball, Minnesota 55353, has made application to the Federal Deposit Insurance Corporation for its written consent to merge Citizens State Bank of Waverly, a Minnesota state banking corporation located at 609 Pacific Avenue, P.O. Box 68, Waverly, Minnesota 55390 with and into Harvest Bank, with Harvest Bank as the surviving entity. It is contemplated that all offices of the above-name institutions will continue to be operated.
This notice is being published in the Tri-County News, a paper of general circulation in Kimball, Minnesota three times beginning Thursday, October 2, 2025 and ending Thursday, October 30, 2025, and the Herald Journal, a paper of general circulation in Waverly, Minnesota four times beginning Friday, October 3, 2025 and ending Friday, October 31, 2025.
Any person wishing to comment on this application may file his or her comments in writing with the Regional Director of the Federal Deposit Insurance Corporation at the appropriate FDIC office located at 1100 Walnut Street, Suite 2100, Kansas City, Missouri 64106 not later than November 2, 2025. The non-confidential portions of the application are on file at the appropriate FDIC office and are available for public inspection during regular business hours. Photocopies of the non-confidential portion of the application file will be made available upon request.

Chair K. Helgeson opened the meeting at 6 p.m. with members Gallagher, E. Helgeson, Mancini, and Lindberg, and Libbesmeier in attendance. The Pledge of Allegiance was said by all.
Motion by Gallagher, seconded by Lindberg, to approve the agenda as presented or amended. Motion carried 6-0.
Presentation of FY25 Audit by Bergan KDV.
Motion to move by E. Helgeson, seconded by Libbesmeier, to move to closed session pursuant to Minnesota Statutes Section 13D.05, subdivision 3(b), to engage in confidential discussions with the Board’s legal counsel regarding pending litigation. Motion carried 6-0. Time: 6:22 p.m.
Motion by Libbesmeier, seconded by Lindberg, to reopen regular board meeting. Motion carried 6-0. Time: 6:51 p.m.
Motion by Lindberg, seconded by Mancini, to approve the action discussed in closed session. Motion carried 6-0 via roll-call vote.
Motion by E. Helgeson, seconded by Libbesmeier, to approve the Consent Agenda. Motion carried 6-0.
Consent Agenda included:

Mrs. Bonnifield reported on the following:
• Smooth Start to the School Year.
• New ELA Curriculum.
• Turnitin.com: New plagiarism and AI checker for all students.
• Classlink.
• New CDL class offering for seniors starting second semester.
• High School Benchmark Testing.
Mr. Timmerman reported on the following:
• Current Numbers at the elementary

• Increase numbers is great but also adds challenges
o Specials – 30+ in music and Stem – all 60+ in Phy Ed.
o More support services in title.
o Supervision in unstructured areas recess, breaks, etc. Still short paraprofessional (2).
o More SPED caseloads – Thank you for allowing to fill the 4th SPED position.
• Entrance conferences went very well again this year – Positive comments. Pictures on that day turned out well and many support doing this in the future.
• Elementary teachers continue 2nd year of LETRS training – 8 sessions again this year. All district paraprofessionals will also be trained on January 5 and February 17. New teachers are getting LETRS training on a different cycle and are in year 1. Not included in the elementary training days.
• Wrapping up Fastbridge testing for our students. An additional component that has been added is the diagnostics for identifying dyslexia. K-3 is able to continue to use Fastbridge 4 and 5 as well as through grade 12 can use Fastbridge or another tool as a screening tool but will need to use CAPTI which is a diagnostic tool for dyslexia. 17% of all students have some form of dyslexia. Once a student has been screened and identified further with a diagnostic assessment, schools are then required to provide interventions and support to help get them to or above grade level in reading.
• Finally moving to most if not all of our grades using a SBG this year. In the past many grade levels had various or different report cards. We are making the move to be consistent across grade levels.
• We have already had a few days of being short subs in the building. We try and cover as much as we can in house when we can’t get subs from TOC. But when we do that – we only are pulling from one spot to fill another. I believe Mr. Widvey might talk about this in his report as well.

Member Gallagher provided an update on Benton Stearns Education District business.
Motion by Gallagher, seconded by Mancini, to approve FY25 Audit as presented. Motion carried 6-0.
Motion by E. Helgeson, seconded by Libbesmeier, to certify the 2025 Payable 2026 Levy Maximum. Motion carried 6-0.
Motion by Lindberg, seconded by E. Helgeson, to approve closing Class of 2027 Student Activity Account rolling remaining fund balance into Junior Class. Motion carried 6-0.
Motion by Libbesmeier, seconded by Lindberg, to approve increase the student salary schedule to $13 in year one, $13.50 in year two, and $14 in year three. Motion carried 6-0.
Motion by Libbesmeier, seconded by Mancini, to approve discounted Senior Activity Passes ($75) for seniors who live outside the school district. Motion carried 6-0.
Motion by Gallagher, seconded by E. Helgeson, to approve items 8.1 through 8.24. Motion carried 6-0.

SOLICITATION FOR QUOTES
FOR SNOW PLOWING SERVICES
Maine Prairie Township is soliciting quotes for snow plowing/
removal services for the 2025-2026 winter season.
Call the Town Clerk at (320) 398-2905 to request a quote packet. Quotes will be opened at the Town Meeting on November 12, 2025, at 7 p.m., or as soon thereafter as possible.
The meeting is held at Maine Prairie Township Hall, 7551 Dellwood Road, Kimball, Minn. Upon acceptance of the quote, the Township will require proof of insurance for General Liability and Workers’ Compensation.
The Board reserves the right to accept or reject any and all quotes and to waive any defect or technicalities therein. Quotes can be presented at the meeting on November 12 or sent to Maine Prairie Township, 7551 Dellwood Road, Kimball, MN 55353 prior to November 12.
