Proposed wastewater treatment facility expansion for Cold Spring

The Minnesota Pollution Control Agency (MPCA) has prepared an Environmental Assessment Worksheet (EAW) for a proposed expansion of the city of Cold Spring’s Wastewater Treatment Facility (WWTF). Citizens are invited to comment on this EAW beginning Dec. 23, 2002, through Jan. 23, 2003. The proposed expansion would provide future capacity for expected growth. Addition-ally, the service area will be expanded to include unsewered sites within the expanded city limits of the city of Rockville. Central collection and treatment of wastewater will replace septic tank systems within Rockville that were formerly the city of Pleasant Lake and parts of Rockville Township. The proposed project would add chemical phosphorus removal to the existing WWTF. The project would also add a second activated sludge wing with phosphorus removal and ammonia removal. The EAW, a preliminary environmental review looking at how a proposed project could potentially affect the environment, is open to a 30-day public review and comment period. Comments on the proposed WWTF expansion EAW should be submitted in writing by 4:30 p.m. on Tuesday, Jan. 23, 2003, to Barbara Conti, MPCA, Regional Environmental Management Division, Operations and Environmental Review Section, 520 Lafayette Road N., St. Paul, MN 55155-4194 or by fax to (651) 296-7782. The MPCA will use these comments to evaluate the potential for significant environmental effects from the project and determine if an Environmental Impact Statement (a more comprehensive environmental review) is needed.
